Conrad Kenley Founder
President and CEO
As principal business and technology strategist, Conrad brings more than 40 years of experience to LCG. He is regarded as a leader in innovative program management and information technology enabled strategies to lower costs and optimize processes throughout the grants management and scientific research life cycles.
Prior to founding LCG in 1990, Conrad held senior financial management positions in the private sector. He began his career at Arthur Andersen where he audited major industrial corporations and nonprofit enterprises. Conrad served as the Chief Financial Officer of a business unit at American Express and as Director of Financial Reporting at MCI Communications. Later, at Merrill Lynch, Conrad led a team that planned and negotiated an outsourcing arrangement for the company’s global telecommunications network.
Conrad is a Certified Public Accountant, and he holds both a B.S in Engineering and an M.B.A from Cornell University.
Executive Vice President and CFO
In her role as Executive Vice President and Chief Financial Officer, Melissa is responsible for the strategic direction and leadership of all business operations to include, Financial, Corporate Growth , Marketing, Internal IT, Human Resources and Talent Acquisition, Contracts Management, Government Contract Compliance, and Risk Management.. Together with her team she works closely with the CEO to carry out the strategic direction of LCG. With over 20 years of directly related strategic business operations experience, Melissa has a proven track record of effectiveness and execution. She is a trusted advisor to the CEO and other members of the leadership team.
Prior to joining LCG, Melissa was the Executive Director of Business Operations for ManTech International Cyber Sector. Before that, she was Vice President, Finance and Administration for Emerging Technologies Group, USA . Melissa has a significant presence in Mergers and Acquisitions and played a lead role in the successful acquisition of Emerging Technologies Group, USA by ManTech International.
Melissa holds a B. A. in Business Administration with a minor in Accounting and M.B.A with a concentration in Organizational Management from Strayer University. Melissa sits on multiple advisory boards and is a Certified Financial Planner.
Melissa resides in Northern Virginia with her loving husband of 28 years. Together they enjoy traveling and entertaining family/friends. Melissa is currently writing a Fiction novel with plans to publish in late 2020.
Vice President and Chief Delivery Officer
Carey is responsible for leading all aspects of LCG’s Service Delivery team, ensuring client satisfaction and strategic alignment. He brings a focus on team mentorship and process improvement, working in partnership with internal and external stakeholders to develop strategies for successful client engagements. Carey has more than two decades of Federal contracting experience, with over twelve years of project management and seven years of senior management experience.
During his tenure at LCG, Carey directed all facets of federal grant review support. His deep familiarity with these processes, coupled with his management skills, allowed him to successfully execute the high profile, resource intensive undertaking of grant review management. He led the support of multiple high-profile, politically-sensitive grant reviews, and as a result of this success was the recipient of the Administration for Children and Families (ACF) Assistant Secretary’s Outstanding Contractor Award and the National Grants Management Association (NGMA) Private Sector Impact Award.
Carey holds a B.S. in Decision Science and Management of Information Systems and an M.B.A, both from the George Mason University.
A Fredericksburg, VA resident, Carey enjoys hiking and spending time with his wife and four daughters.
Chief Technology Officer
Chanaka Perera is a senior technology strategist, responsible for driving digital transformation initiatives to support federal agencies and constituents. Chanaka specializes in navigating through digital ecosystems, aligning technology trends, and digital-ready tools to deliver on customer missions and objectives. He possesses a strong focus on innovation and technology advancements and how they are aligned to dynamic environments in large federal enterprises. Chanaka joined LCG in 2007 as a Software Developer before holding several leadership and management positions overseeing technology transformation in the Federal Government.
Prior to joining LCG, Chanaka held several positions in the private sector implementing ecommerce solutions and web applications to streamline lines of business operations for small to mid-size enterprises. Chanaka holds a B.S. in computer information systems from Florida Gulf Coast University and is a PMI Certified Project Management Professional (PMP).
Chanaka enjoys cooking and traveling and lives in the Washington, D.C. area.
Senior Director of Service Delivery
As LCG’s Senior Director, Service Delivery, Carlene Carter brings keen leadership and technical expertise to project managers and project teams. She ensures all projects meet LCG’s strategic goals and initiatives, with high emphasis on client relations and satisfaction. She oversees a diverse portfolio of end-to-end service contracts. Her passion for her work has led her to initiate and establish corporate-wide programs and initiatives to enhance service delivery and customer relations.
Carlene has spent the majority of her career as a Federal contractor, and was a former Federal employee for the Office of Thrift Supervision, as well as a non-profit professional. She is a visionary, leader, and facilitator in providing continuous improvement and governance in process, policy and procedures. She provides quality leadership and supervision in product and project management.
Carlene holds a B.A in English with a minor in Communications from Virginia State University. She is certified in CMMI, ITIL, a member of Women in Technology (WIT), and a proud 30-year member of Delta Sigma Theta Sorority, Inc.
She enjoys swimming and walking, and spending time with her sons.
Director of Corporate IT Services
Alix is Director of Corporate IT Services. He manages LCGs internal infrastructure. Alix provides LCG with a distinctive strategic perspective of a focused planning that helps create business intelligence solutions while achieving high efficiencies, using current technologies and quality control. Alix also manages LCGs internal disaster recovery plans. He works closely with LCG management to ensure a smooth overall operational structure using the ITIL service life-cycle approach as a framework. Alix and team provide resilient enterprise-wide IT infrastructure, with optimum operating levels reducing down time, to enable continued business operations.
Prior to joining LCG, Alix had a similar portfolio, leading efforts in both small and very large organizations. He has a proven background where he led the design, implementation, and management of IT infrastructures here in the DC Metro area and International. He was also responsible for successful development and enhancement of relevant security policies, standards, procedures and guidelines to properly identify, analyze and mitigate risk.
Alix is a Certified Information Systems Security Professional (CISSP). Alix has trained in the areas of security compliances and standards, including FedRAMP, FISMA, FIPS and NIST publications.
Alix is well traveled with an extensive portfolio of places he has visited. In addition to traveling, Alix enjoys entertaining with wine and cooking on the grill for family and friends.
Senior Director of Engineering & CAPEX
As Sr. Director of Engineering & CAPEX , Srinivas Kothuri oversees the company’s Application Development efforts, Digital & Cloud transformation, Artificial Intelligence, Machine Learning practices and responsible for the Modernization and the technology innovations so as to meet the future needs of our government contracts. Mr. Srinivas manages the company’s long term technological vision and though his management of LCG’s Capability Expansion Team (CAPEX R&D) he ensures LCG’s clients can leverage the process and technological edge that the company continuously strives to achieve.
Prior to joining LCG, Sri worked in various capacities across the federal government and private industry, including the U.S. Securities and Exchange Commission, Deltek, Fannie Mae, and Maximus. Sri has implemented projects ranging in size from $1M – $20M and possesses a proven track record in leading numerous tiger teams in implementing high-profile solutions. Srinivas also assisted with the acquisition of a $19M Boston-based Company, CURA. Sri has delivered large scale projects and has experience transforming the development process from traditional waterfall to Agile and Dev-Ops, while also working with customers on Total Cloud Migration. Sri is certified in Artificial Intelligence and Machine Learning from the Sloan School of Management at MIT.
Sri is a certified Project Management Professional (PMP), Information Technology Infrastructure Library (ITIL), Six Sigma Black Belt (LSS-BB) certified IT professional with multiple Agile & Scrum certifications – some of which are CSM (Certified Scrum Master), CSP (Certified Scrum Practitioner), PSM (Professional Scrum Master), PMI-ACP (Agile Certified Practitioner). He has 20 years of experience in leading and managing successful programs and projects for federal and commercial customers.
Sri is the former owner of a chain of restaurants in Virginia and has served on the Boards of multiple small businesses. Sri also served as the President and was on the Executive Committee for community based non-profit organizations. Sri lives in Virginia with his two kids, is an avid reader and loves to spend time with his family during his free time.
Director of Finance and Contracts
Tom manages all accounting and financial operations for LCG. He is the liaison to outside auditors and banking relationships. Tom works very closely with LCG’s management to provide project reporting and guidance on processes and procedures with regard to cost capturing. Tom ensures that all accounting and financial operations are within Generally Accepted Accounting Principles. Additionally, Tom manages our corporate contracts functions. Tom works closely with the EVP/CFO to ensure timely reporting to the CEO and aids in the strategic financial planning of the organization.
Prior to joining LCG, Tom was responsible for directing the similar financial and accounting operations for several small and large government contracting companies in the Metro DC area. He is a Deltek CostPoint guru and has led multiple implementations throughout his career. Tom is a relentless process improver. He has worked closely and established positive partnerships with DCAA and external auditors.
Tom earned a Bachelor’s of Science from the University of Maryland, College Park and a Master’s of Business Administration (MBA) from Hood College.
Tom lives in the Bethesda, MD area with his wife and 2 children. He is a lifelong University of Maryland Terrapin fan and has been a Terrapin Club member for over 30 years. The University of Maryland has honored him twice for his dedication and support of the University. Tom is also a member of the Theta Chi Fraternity Alumni Honor Roll. He was a coach in the Rockville Football League and for Bethesda Lacrosse for eight years.
Talent Acquisition Manager
As Talent Acquisition Manager, Evan McIntosh is tasked with attracting the best and brightest to join LCG’s diverse team. Evan works closely with all levels of management and corporate leadership to ensure that LCG recruits quality hires. In addition, Evan and his team ensure that every prospective candidate receives a ‘red-carpet” experience at LCG.
Evan has over a ten-year technology driven recruitment background. His primary focus has been providing skilled resources for major federal projects and other government initiatives. In addition to his direct federal experience, he has led talent professionals supporting Fortune 500 companies and their recruiting efforts.
After receiving his Bachelor’s degree from the University of Delaware, Evan established residence in the D.C. metro area. He currently resides in Bethesda with his wife and two children. A native of a Boston, MA suburb, Evan is an avid sports fan always cheering on his home town teams.
Director, Project Management Office (PMO)
As the Director of the Project Management Office (PMO), Jeff is tasked with building and maintaining stable project management platforms. He is an innovative leader with over 15 years of program oversight for federal agencies and commercial organizations and is dedicated to solving complex business problems by delivering creative and lasting solutions. Having worked in both the public and private sectors, he has broad operational perspective and is passionate about creating organizational efficiencies that lead to improved business performance.
Jeff has a track record of enhancing the efficiency of business operations for federal clients and has successfully implemented transformational business intelligence frameworks and project management solutions for multiple projects across FEMA and the IRS. In his roles leading PMOs, he provided oversight for program delivery with a focus on creating innovative solutions designed to improve project management capabilities.
Jeff is PMP certified and holds a BA from Kenyon College and an MBA from The George Washington University. He lives in Bethesda with his wife and young daughter and is an avid triathlete.
